Andy McGee and his eight year old daughter Charlie are on the run from the authorities, and it appears that the father has some form of psychic ability, able to influence peoples behaviour through the powers of the mind. In the past he had been subject to an experiment, induced with many other test cases with a hypnotic mild hallucinogen called Lot 6. Whilst there he met Vicki Tomlinson, and from that point both appeared to develop the ability to read each others thoughts. They later married and had a daughter, Charlie, who developed psychokenisis, the ability to start fires. Flashbacks inform the viewer that as she grew up her father attempted to teach her to control this power, yet on returning home one day Andy discovers his wife is dead and his daughter about to be kidnapped by a government agency...

This government agency, known as SHOP and headed by Captain Hollister, are keen to take both of them into custody and harness her power. Whilst some in the agency believe her to be the greatest threat to the nation, Hollister believe they could train the girl. After failed attempts to snatch the girl SHOP enlist the help of an agent called John Rainbird, who tracks father and daughter, sedates them with a couple of darts and transfers them to the SHOP facility. They are separated and worked on, with the main aim being the harnessing of Charlie's power. Rainbird pretends to be a cleaner and befriends the girl in an attempt to engage her compliance, yet he also has his own plans for the girl once SHOP have finished with her....

We are left with a father and daughter separated, desperate to be re–united at any cost. Hollinger wants the girls power and Rainbird will deceive to get what he wants.....but where does it all end?????
